Will not crank

1978 CHEVROLET EL CAMINO

I got a new battery and new spark plugs. I replaced all the fluids but engine won't turn over. Just a noise next to the oil pan when I try to start it. Any ideas? 383 Chevy Stroker engine.

Can you get a recording of this noise? I suspect this is the starter clicking when trying to start it. If that is the case then we need to make sure we have 12 volts on both wires at the starter when turning the key and if you do, then the starter is most likely the issue.
