Cylinder three misfire?

I got a car at auction, and it has a misfire. I replaced plugs and coil packs. Also replaced 02 sensors. Still has a misfire on #3 cylinder. I unplugged the #3 coil, and it is the only one that did not change the way the engine ran. I did notice the wiring to #3 coil has been cut and taped back together. I do not know how to check for voltage at the coil, where to look next.

Next, remove the spark plug for you just replaced to see what color it is which can tell us what is going on. I would also check the compression of the cylinder; you can rent a compression gauge at the auto parts store for cheap or free.
