steering wheel radio controls

My car's steering wheel radio controls are not working. The buttons affected are the phone/blue-tooth controls, the volume up/down, and the mode buttons. The display button and cruise control work 100% of the time. I have taken it to the dealership, but they wanted to charge me $200.00 for the diagnostics. It is an OEM head-unit. What is the problem and how can I fix this?

it has to be scanned for codes to see what is wrong. it can be the clock spring which I kind of doubt or the buttons/ switch themselves. any garage can do this not only dealer.
