2012 Toyota Camry Hybrid mileaage problem

My hybrid car mileage per gal one is 33.8 in city and highway at average I don't know why while in booklet it is average 39 mpg, I am living in city in middle east Jordan with irregular surfaces roads. Could be the cause I don't know. Wat r possible causes. And how can improve mileage of my car. Its performance is excellent.

Is your average based on only highway driving? The 39 is an average that was obtained when the vehicle was checked. That means some of the vehicles got less than 39 and others got more. Your driving conditions and habbits can change the mpg. Are you in an area that has many hills?
