So I bought a new dimmer switch m20 fuse keeps blowing turn lights off everything brightens up. Push the dimmer switch up it blows. Also, when fuse blows the dimmer switch works but controls on the steering wheel don't work.

It sounds like you got the wrong dimmer switch, the fuse did not blow before correct? Can you please double check the fuse number? I see fuse number m2 and m15 in the headlight system. I see m20 powering the steering control module and the instrument cluster. It there a chance you pinched a red/org wire when doing the repairs? This is the color of the wire going to the m20 fuse.
