Chrysler 1996 Sebring Convertable after replacing water pump, tried to start the engine but it wouldn't
start. Found out that crank shift would only rotate about 1/4 of a turn, seems to be lock, What could be
wrong.

Make sure the timing is correct. It is an interferance engine and if out of time, you could be hitting a piston on a valve. You don't want to bend a valve, so check it before trying to start it again.
