2011 Toyota Corolla high beam headlights not working

My high beams are not working I flip it to high beam and nothing happens it stays on low beam no matter if I turn high beam. Anyone know why this is? Please help
I have tried swapping out the relays, checked the light bulbs and checked the fuses and still no lights. Is there a fusible link somewhere ?

There shouldn't be a fuse able link for the head lights do you have a multi meter to do some testing?
