Can filling up with bad gas have a very strong gas smell and cause whistling when driving?

I filled up my car today at a Gulf gas station and after i drove from the station there was a strong smell of gas when i was driving. Also the car seemed sluggish. I only had to drive about a mile to work but when i left work later that night the car still seemed sluggish and i heard a low whistling noise intermittenly as i was driving. I don't know if it is a coincidence or was there something in the gas i filled up with. I bought my car brand new exactly 0ne year ago and have never had any problems.
