2011 Jeep Grand Cherokee Ac problem

My ac on high will blow hard for minute or two then blow low few seconds then hard again and it does this over and over

Check the blower motor resister, check for bad grounds, check power supply to blower motor.

Also, is there any strange noise associated with this problem?

No funny noise at all. Was thinking resistor, but everyone is telling me that it usually works on high only when resistor is bad.

That is correct. However, it sounds like something is shorting limiting the power to the fan motor. There has to be a bad connection or wire at some point.
