I would bet that something is clogged in the cooling system. First off, take a good look at the front of the A/C condenser (in front of the radiator) and see if it is clogged up with dirt. If it is, take a water hose and spray it until it is clean.
If that does not do it, put a new thermostat in it. A thermostat that is stuck half open could cause this. It is a cheap thing to try if you do it yourself (maybe $15.00).
