2011 Ford Fusion tpms reset

I replaced a tire pressure sensor and can not get this sensor to retrain. The other 3 tires retrain but this one will not,what should I do? Tried retraining the tires after driving the car .I moved the position of tire and then tried retraining the tire still no success.

YES it was a oem dealer part

Must use TPM Activation Tool 204-363 and Dealer only one to have
