The fan blower, radio, and interior/dome lights do not work. The fuses are good, no sign of damage to wiring. This is a 2011 Chevy Express 3500 Collins Bus Van with a 6.6 Duramax diesel engine. All other accessories and lights work, however sometimes dash lights will flicker but I'm not sure if that is related. I have tried to find wiring diagrams for this model but have thus far been unsuccessful.

I have the wiring diagrams for this van, but can I ask if all of these problems came up at once? When you say you checked the fuses was there power at them? This guide can help and here are the fuse locations that run those systems as well.

Check out the images (below). Please let us know what happens.

Fuses all test good and there is power to the fuses. The master control panel for the Collins bus body lights up but none of the switches do anything. I'm afraid that when they decommissioned the bus they may have disconnected something necessary for the operation of the fan blower/radio/dome lights. What could the common link be? Also, the lights behind temperature sensor and voltage meter light up but then flicker on and off intermittently.

Yep, it sounds like they cut some wires, can you look under the dash with a flashlight to do an inspection? Also, did you get a chance to check the grounds I indicated?
