a) This may sound dumb, but if there is no 'Check Engine' light or any other warning light ON, is there any use of a diagnostic scanner. If yes, could you provide an example of a problem that can be diagnosed with the scanner in the absence of fault code or check engine light?

Of course there is, assuming this is a professional level scan tool.

Codes are only a starting point. The data is far more of a tool to diagnose an issue and get an understanding to what is taking place in the system. A bidirectional tool can also be used to activate circuits for testing or performing learning functions.

Not having codes merely separates the DIYers from the pros.
