Put in a new battery. All of the lights and fluids are going off and on. It wont start and the key wont come out.

It sounds like you've activated the antitheft. Turn the key to the on position and leave it for 10 minutes and he back off and then get back on for another 10 minutes repeat this cycle three times. If that doesn't work call Chevrolet and ask them about the antitheft and have to reset it

When I do this. Does the battery need to be hooked up? Because everything is on when it is. The horn. Lights. Windshield fluid etc.

The horn shouldn't be honking if that's what you mean. None of that sound normal. You need to get the ECM read by a diagnostic computer. That's the next step

I have a new battery and alternator but the locks and trunk are not working. I can hear them click but they wont do anything else.

Do they click on lock AND unlock? Can you see the lock knobs twitch when you do it on ALL the doors?

I found out the fuses were blown. The locks are now working but the trunk fuse blows every time I press the release button?

Most likely the electronic open solenoid is stuck on the electronic trunk release
