My car suddenly lost power while I was driving down the street. (extremely rainy conditions, and I drive thru a couple of areas where water was ponding) Car restarted within 10 minutes. Scary. What happened?

Is it running okay now? If so, you most likely got a sensor wet or the plug wires.
