trailer hitch is locked

hi i bought a used cherokee, there is a protetion bumper bar in the hitch wi a lock pin and i dont have the key .how or where do i go to get a hitch pin lock removed or cut . plz help thanx

Any mechanic can cut it off with an angle grinder or a 3" air-powered cutoff tool.
