2010 Ford Fusion Fueling Pump Will Shut Off Ever Couple Seconds This Started

when fueling the pump will shut off ever couple of seconds. This started happening after my son ran the car out of gas. Tryed to add gas from a can, but because of the internal flap on the fill most when out the overflow. Car has a capless fill system. Why will it not take fuel?

check to see if it has the vent blocked, it's the small hose leading to tank.
