should I rotate the tires every 6000 miles?

I don't know if this is a car problem but when I bought my 2010 ford focus I was told I had free maintance for 2 years but when I take it in for oil change I am told it would cost to rotate tires my manual says it should be done with each oil change. When I bought my ford focus I was given(was told) a 2 year free maintenance when I take the car in for oil change am told tire rotation isn't included but manual says tires should be rotated with each oil change......who's right?

6k miles for a tire rotation. the money issue is between you and the dealer.
