It sounds like the wheel is just seized on the hub.
When this happens, you will simply have to apply force to get the wheel loose from the hub.
First make sure that the vehicle is secured with jack stands.
You can use a hammer or mallet and try to hit the tire from a lateral angle. Just pick a spot that is easier for you and hit, then turn the wheel and hit. As you turn and hit the tire, the wheel will slowly release from the hub. This method can also be done with kicking.
Just be sure to hit the tire and not the wheel.
