When slowing to a stop the power steering stops working, it started working again after accelerating to 15 MPH

Car started fine this morning. First time I slowed to stop,the power steering quit. When I got up to about 15 MPH, it started working fine. It only went out when I slowed to stop.

The issue sounds like the power steering pump is not producing enough pressure when the belt is not spinning the pump fast enough.

I would replace the pump, flush the system and test it.
