What am I missing. What else is involved with the operation of the cooling fans?

I have a 2009 Toyota Camry. Recently I noticed the car was running a little hotter than normal. After a little poking around I found that neither of the electric fans where coming on. After some googling and other research, this is what I've found.
1. All fuses are good.
2. 3 relays labeled fan1 fan2 fan3 are all good. I checked with 12 volts and ground to the silver posts and listened for click.
3. changed the engine coolant temperature sensor.
4. changed the thermostat.
5. both fans do come on when the a/c is turned on.

I don't know what I'm missing. What else do I need to check?

click dont mean voltage is being carried by main circuit in relay! or if voltage is present to be passed on to fan.

You need to check if it is really running hotter than normal or just a false reading.

Which engine do you have?
Does the temperature reading goes up even when AC is turned on and fans operating?

As you were advised on the other site, what you are seeing is probably perfectly normal operation. They are designed to run hotter at idle and that is reflected in the programming for fan operation. As long as they work with A/C, everything in the circuit is fine.
