2009 toyota camry le v4 with 70k miles now. When I stop at a traffic light, there are very noticeable vibrations on the steering wheel. When I drive I do not feel the vibrations. This shouldn't be happening with a new 60k car!! Does anybody know what is going on?

It could be caused by a few things. Start simple... Check to make sure there are no vacuum leaks. Next, you may want to consider a tune up, and also check to make sure the motor / trans mounts are in good condition. If the rubbers wear out of them, you can sometimes feel engine vibration through the vehicle.
