2009 Toyota Camry Electrical

My car is 2009 Toyota Camry. Couple of days ago, the turn signals weren't working and I took it to the dealer and they said pack-rats damaged the wiring system and they replaced the wires. That evening I went there and got my car back. But after that service, my car has following issues,
1. Headlights works only in Parking gear. If I change it to "D" position, it goes off.
2. A/C is not turning on. It turns on for couple of minutes during parking gear position. Then it flashes on and off followed by permanent off.
3. ABS light on.
All the above issues happened after that service.
3. Turn signals works and brake lights works fine.

I took it back to dealer, now they are saying I have to change complete electrical system (going to cost$3000.00)
Any suggestion please.

hav pro scan for codes to see if it's module problems try a service garage they can do it as well.
