Adjusting the steering while stationary sometimes (but not always, more often when the car is on a slope, with the right hand wheel lower than the left) makes a noise not unlike metal pushing against metal from somewhere in the vehicle. It's not that loud, and more noticeable close to full lock.

A good suspect is a worn or binding upper strut mount. When they only make noise, your best bet is to have the car inspected at a tire and alignment shop. They're experts at finding the causes of noises, and they'll tell you if it's a safety concern or not.
