2009 Peugeot 107 Golden Colored deposits on rotors

I had new disks and pads fitted after both were ruined by uneven pad wear, This was about a week and 200 miles ago, the brakes work fine, but today I've noticed a horrible golden / light brown colored stain across the rims of the disks that if I touch appears to transfer to my fingers but it doesn't want to come off the disk, is this normal? Does this matter?

That is rust. It's normal.

To be honest, I've seen them start to rust within 2 days. As soon as they get wet, they start. However, there should never be rust on the flat surface where the brakes ride. That surface is always cleaned by the brake pads and if it sits, rust will start there, but it is cleaned the first time you apply the brakes.
