Why are car brakes open and exposed to the elements these days? Why are there not covers to protect them from the dirt and mud?

They are open to help with cooling, there is no a huge issue with dirt and mud with disc brakes, as the pad is in near constant contact with the rotor, nothing can build up on the braking surface to cause a problem with the exception of oil & grease contamination, but this is not normally a problem.
