I have an 06 Spectra that does that. It may be the same thing. The brushes on the blower motor are worn. I keep a windshield squiegy with a handle about a foot long on it sitting in floor by passenger seat. Most everyday after starting the Kia I have to grab that and tap on the bottom of the blower motor which is directly under the glove compartment and just past the trim going under the dash. Usually a gentle tap or two will get the motor going. It will keep doing this, sometimes you may not have to tap it but mine has gotten to the point I have to everytime I get into the car. Once tapped though it runs fine for the trip. The fix would be a new blower motor which I believe is around a $100 bucks diy. Don;'t know what shop would charge. If the taps don't get the motor going then there is a motor ristor underneath that might need replacing. Usually thought it would work on some speeds but not all. Good luck, hope this info helps.
