2009 Honda City Car Signal Working Gear Seems Lock Move Stick Start Engine

the car signal is not working and the gear seems lock as i cant move the gear stick. i can start the car engine and everything looks fine :(

Are the brake lights working? The same switch that turns on the brake lights actuates the park lock solenoid.
