How often have you seen a fuse box having to be replaced. And I know that for this truck you have to replace fuse box and all wiring.

I have recently had an issue with a 2002 crown vic that lost all power and would be intermittent. I eventually traced it to a bad contact in a fuse in the fuse box that ran to the ignition switch. You can usually just flip them over and check connections.

This isn't just a fuse box on this car. It's a smart junction box with internal relays and modules. most of it is inaccessible.
