2000 Ford Explorer cargo shield

2000 Ford Explorer - The cargo shield has stopped rolling up as it should. It's as if the springs in the end caps have either broken or been turned such that they're no longer in tension.
The vinyl sheet cargo shield is much like the old vinyl window shades that would roll up on their own.
I can remove the end caps from the rod but can i "re-load" the springs to put them in tension again?

I feel you will just have to investigate it by carefully removing the end caps, more than likely the spring has broken, just take care as the spring will still be under some tension.
