2009 Dodge Charger On Cold Start Cars Engine Stumbles Until Warms Also Hesitates

On a cold start my cars engine stumbles until it warms up but it also stumbles or hesitates when I'm driving usually on lower speeds. Some days however it does not do it at all. What could be the problem.

scna for codes aand check fuel pressure first. clean throttle plate on both sides with choke cleaner.
