This refers the intake manifold. Inside there are four tubes coming from the throttle body to the engine and in each of these tubes contains valve. All of these valves are all connected to each other and are moved by a motor. This motor is controlled by the vehicle's computer.
The possibilities are typically the intake runner actuator (motor) that moves the valve is broken or has failed internally. The other is wiring to this motor but highly unlikley. Next, is the valves inside the intake manifold have broken.
