Why does the horn stay on when not pressed

It goes of when I press it down, had to resort to taking out the fuse. I have tried to lift the airbag cover and wiggle it to see if it is a loose connection maybe. Can you tell me how to take the covers\steering of to get to these contacts to see what may be the cause

Check for a stuck relay or bad horn pad on the steering wheel.
