Every quarter turn or so the steering seems to bind or stick then will release suddenly making it hard to turn smoothly at high speeds. Does this vehicle have electronic power steering? Or is this a different problem?

Your description is typical of a binding universal joint in the steering shaft. Look under the dash at the shaft to see if a joint has a reddish-brown powder around it. If it doesn't, you can usually feel the tightness in the joint if you hold onto it while turning the steering wheel.
