2008 Volkswagen Beetle rest windows won't roll up

My wife rolled the rear windows down for a short trip to the store. When she returned they (both) would not roll up. When trying to anylize the problem I found that the convertible top would not roll down as well. Seems to be an electrical problem. I thought maybe a sensor but would they both go out at the same time? I checked the fuse panel inside the driver's door and the other one on top of the battery. No fuses are blown from what i can tell.
