Why is there a whining noise under my hood when the engine is cold. It gets worse the colder the outside temperature gets. The serpentine belts look like new, no cracks.

Could be one of the accesories or the water pump. Check by grabbing each pulley and checking for play. You may have to wait for it to get worse before you ca n feel the play in the pulley bearing. Power steering pumps are prone to make that noise and get quiet when hot so pay special attention to it.
