Heater type hot air coming out of vents instead of cold air from air conditioning

Hot air depending on the temp setting, very hot at 90 degree setting and medium hot as I lower the setting but NO COLD AIR. Blower blows OK. It appears the A/C settings are completely ignored.

When you turn the ac on, with the engine running, open the hood and watch the compressor clutch (on front of compressor pulley). You will hear a click and see the center of the clutch spin.

Hi, I checked the compressor wheel and when I turn on the a/c the front compressor wheel does start to turn.
