car has been fitted with new discs and pads and the brakes are fine. when stationary with engine ticking over and i put my foot onthe brake pedal the pedal slowly sinks to the floor is this a problem ?

Better believe it's a major safety problem. If you aren't losing brake fluid, there's an internal leak inside the master cylinder and it must be replaced.
