2008 Kia Rio Horn Working Hear Clicking Noise Blow Horn Just Fuse Does This

My horn is not working, but can hear a clicking noise when I blow the horn, is it just the fuse? Does this model have a fuse and a relay?

Should have both is the relay clicking when pressing the horn?Also check the horn fuse.Do you have a multimeter to do some testing?

I checked the fuse and the relay, both seem good. (If I hear a click, the relay should be good correct?) The horn also honks when I press the lock button, but will not sound when I press the steering wheel. Any Ideas?? What/ how do I test with a multimeter? Thanks for any info you can give!!

I would start with seeing what you don't have at the horn connector while pressing the horn button power or ground?
