2008 Kia Amanti Light not working

2008 Kia Amanti driver side light. I believe it may be the fog light since it is below main headlight in same housing. Bulb was burnt out, bought new bulb with pigtail on it. New bulb not working, test light shows power, no corrosion at female connection, bought another new bulb and still no light. I continue to have power with test light. Please share some expert advice, thank you...

Just having power isn't enough. You much also have ground to complete a circuit. It looks like the ground wire is black.

So you are saying even though I have power to the test light, the ground may be bad???
