2008 Jeep Liberty ac cluctch not engaugeing

Installed new compressor assay new condenser n dryer compressor will not engage only have 8.4 volts at connector dk/bl yl wire dose it have a relay n if so witch one is it can you show a location no cover on power dist box thanks for any and all help

have a pro scan it it may be a tpim module
