2008 Infiniti Infinity G37 ballast

My headlights on my car. Aren't working properly I had the headlights bulbs replaced ,still don't resolve the problem. So I tried replaced the ballast still doesn't resolve the problem. I am wondering it a fuse that needs to be replaced.when I put the low beams on it shows up that I have one headlight out so I replaced it.on high beam I t comes up as being of balance.can Someone PLEAS HELP ME!!!!!!!!!

in the underhood fuse box there are fuses and relay for low beams but if that stuff is ok then have a pro scan it as it could be a module problem or a/c problem
