2008 Hyundai Accent Changing to new tires

I plan on changing my tires soon because 3 of my tires (drivers side front and back, and passengers side back) have 1/8" of tread left. The passenger side front tire has 1/4" of tread. Is it ok to just replace the 3 lowest tires, or is there any reason not to do so?

(New York state inspection has a minimum tread of 1/16")

replace all of them you'll get a better price

the one tire may not have as good as traction and in wet weather could cause sever hydroplaning possibly losing control of car. especially if on back tires.
