sometimes the power steering gets hard to turn wheel, fluid ok,belt ok, if i rev it up off idle it seems to work better.

it may have low pressure or a loose belt recommended belt AND tensioner replacement is 60k

Honda doesn't recommend an auto tensioner replacement at a specific mileage. Also, serpentine belt replacement is due at 105,000 miles. Sounds like possible clogging reservoir screen or a fault in the pump or rack.
