Does it turn over or do nothing? Are there any signs of life like dash lights or the like?

All dash lights work. All battery powered accessories work fine, , except the starter will not turn. So no the engine does not even turn over.
All fuses are good, the only other thing that does not work properly is the reset button, it will not reset the oil change % light.
The IMA battery was replaced less than a year ago.

Next try the car in neutral instead of park. To be clear, the big battery was replaced a year ago and the little battery was just replaced, is that correct? The little battery should start the car if the big battery cant. Id load test the little battery first as it might not have enough to start but enough to turn on the lights. If its low on charge then you've got something drawing down the battery

My 2006 Honda Civic Hybrid won't start. It did, I drove less than a block, turned off the engine. When I tried to start it again, it just clicked and the indicator lights flashed on the dash, but no engine. The radio works, so I am not sure it is the battery.

It does seem the battery is bad. Have the battery tested and try giving it a jup start to see if it works.

Noises problem
2003 Honda Civic Hybrid Automatic

So I was in New York City and I went back to my car after 3-4hours. When my boyfriend tried to start my car it made this loud almost helicopter type noise. We turned the car off and waited a few minutes and restarted it, but it still did the same thing. The noise stayed on even while we were driving. The noise could be heard whether you are sitting inside or outside the car.

What is this noise? Why is making that noise?

The noise could be coming from the AC compressor. The AC compressor clutch maybe worn.
