2008 Honda Accord Getting Whining Noise Between 0 40 Km Had Power Steering

Getting whining noise between 0 to. 40 km had power steering pump replace 3 times by dealer ship .each time noise disappear but came back (turning steering wheel left to right does not increase the noise.) Could I have another problem ?
