Passenger side air bag knocks when engine is turned on. Does this mean that the air bag will not deploy in the event of a crash?

Nope. You have a simple mechanical issue such as loose mounting nuts or a broken bracket. The electrical circuit that initiates the firing is monitored by the Air Bag Computer and will detect a problem with the wiring that would prevent it from deploying in a crash. If any problem is detected, the computer will turn the system off and turn the warning light on to tell you. If your warning light turns on for six seconds when you turn on the ignition switch, then goes off, the system has passed the self-tests and will work in a crash.
