2008 Ford Galaxie Sanding down scratches

Hi, basically I recently hand sanded down a scratch that was on the driver rear side arch, after sanding down I sprayed a coat of clear laquer just once, then to restore the shine I used turtle wax, but it still has that matte feeling to it , I want to restore it back to the paint finish which I think is ocean blue, and also I Have hand sanded a few little scratches, but straight after I used turtle wax three four times, but there is still the same
Dull colour that the sanding left.

The finish has a layer of clear coat and a layer of color below it.

You have likely sanded right through the color and it may have to be repainted.

If it's just the clear coat, you need to wet sand it with 800 or 1000 grit paper and then buff it out with compound and an electric buffer. That you really need to be careful with because you can buff right through the edges very easily.
Forget the wax, that won't do a thing for you.
