2008 Dodge Charger Keep Getting Obd Codes 02 Sensers Changed Cats Plugged

I keep getting the OBD Codes for the (all) 02 Sensers Changed all the 02 , the Cats were plugged ,did the Muffler, Tune up, Electronic Throttle Control, then Did the 02's again just in case,had the Muffler Shop make sure their was nothing left in their, Changed the 02's One More TIME!!! I am at my wits end!!!!!! it is a 08 Charger 2.7
