temp gauge fluctuates which is a new occurrence particularly when I turn the heater on

yes, but when I turn the heater off, it goes back down

THat is the opposite of what I would expect to happen. The heater core acts like a mini radiator which helps cool the engine when the heat is on. Does it ever overheat with the heater off?
